- 2 tbsp all-purpose flour
- 2 cups whole milk (or low-fat milk)
- 1 cup freshly grated Parmesan cheese
- 2 cloves garlic, minced

- 1/2 tsp black pepper
- 1/4 tsp ground nutmeg
Instructions
- Cook the penne in a large pot of salted boiling water until al dente (about 8-10 minutes). Drain and set aside.
- In a saucepan over medium heat, melt butter. Whisk in flour and cook for 2 minutes until golden.
- Gradually add milk while whisking to prevent lumps. Cook until thickened (about 5 minutes).
- Stir in garlic, salt, pepper, nutmeg, and half of the Parmesan cheese; heat through for about 2 minutes.
